If you run — or want to run — an IPTV or cable service in India, “compliance” isn’t paperwork you do once. It’s a set of technical obligations baked into how your platform behaves every day, and it’s what an auditor checks before your service is cleared.
Three bodies matter. TRAI sets tariff and operational rules. The TEC (Telecommunication Engineering Centre) publishes the technical specifications your CAS and SMS are measured against. The Ministry of Information & Broadcasting oversees broadcasting and DAS licensing. Your platform ultimately has to satisfy all three, verified by an empanelled auditor.
TEC 57015:2022 — Conditional Access System requirements. TEC 57025:2022 — Subscriber Management System requirements. TRAI Schedule-X / the DAS framework — operational duties: fingerprinting, logging, retention and reporting.
1. Fingerprint every subscriber stream, overt and covert, at set intervals so a pirated feed traces to one device. 2. Retain tamper-evident logs for three years. 3. Lock content to the device. 4. Geo-restrict delivery to India. 5. Keep CAS, DRM and SMS separate and independently auditable. 6. Produce the prescribed reports in accepted formats.
Not on streaming quality — on evidence. Logs that can be edited, reports that don’t match the accepted format, subscriber counts in the SMS that don’t reconcile with the CAS, missing pairing history. A platform can work perfectly and still fail because it can’t prove it works.
